Hello. I received an invitation to this community a while ago but never actually registered as I left SAMP. Due to client instability on GTA 5 I made a decision to return to SAMP and try out a fresh community. I am fairly impressed by the general forum apperiance, the huge amount of effort and I am pleased to see some of the old faces still being around. Unfortunately, I can't leave my worries unspoken.
So to start. I salute the idea of another communuty. But. It's pointless to create new server and do the same things over and over again while expecting something different and better this time around. I am mainly focused on the estabilished systems.
The government is based off the same methods from LSRP aswell as the court system. This was proven to be unsuccessful on LSRP. Everyone complained about it. You have the very important chance to change something right in your hands. My suggestion is simple. We should choose our mayor and the freshly choosen mayor should choose the Police Department Chief. I don't understand the concept behind appointing people on positions based on OOC experience. We should be aiming for solving the issues with In Character means. This could be used for appointing people on Out of Character positions aswell. I do appreciate the work from the helpers but it's only fair if there is public voting. Transparency. I did not see anything but an annoucement about new changes.
Moving on to faction management. I noticed how there are official and unofficial factions. Why? Out of Character status should not be connected to In Character status and items.
Remember that players massively left a long lasting community because of lack of transparency and broken systems. I am looking forward to playing here and I wanted to give my constructive criticism.
I'd rather have the experienced management choose an experienced Police Chief unbiased than a Mayor choosing his friend, which could be an unexperienced guy or smth? Management should choose the positions on server launch and the changes come with time, IC-ly obvs.
That won't work at the start. Management should choose the right person for chief positions at first based on his OOC experience to lead it well and make it promising, once the server grows then of course it won't be controlled by Management on high level, it's going to be more and more IC.
We do not have any official factions at this moment, except for public services like gov, PD, FD and DoR. Not sure where you got that information. As for your other suggestion, I agree with the two posts above mine. If we would do it that way, then the one with the most friends would become mayor and appoint his friends. So management went for experience over that.
Thank you for sharing your concerns and criticism!
I actually kinda agree with the unofficial/official faction thing. Why do factions that don't need script support need to be scripted? Becoming official was more about recognition and status rather than it serving some function.

Official factions usually have some sort of exclusive privilege though that is significant enough to separate them from the rest.
In regards to appointing the police chief, I don't think it makes sense to start off the server with no chief and have them appointed. It's hard to pick a mayor right now unless someone volunteers to do it, and without some sort of campaign it would be a guessing game of who's fit for the role. It's more necessary to start things off based on OOC experience until we can get everything developed IC, because there are no determinants on how fit the characters are from an IC perspective. However, I fully agree with you on the transparency factor and the court system. The one thing management did right on the other server was creating topics to give the community a voice in certain crucial changes, such as the immersion topics.
I've also always been against the whole Official/Unofficial faction feature for illegal factions. If a faction can get large enough to be designated a weapon/drug factory, they should be able to apply for it through other means based off of their roleplay. There should be an alternative to /f (/g), where anyone can make an OOC chat for their factions. You could argue that it'll incite metagaming, but what is stopping from these people from doing the exact same in /pm, Skype, Discord, teamspeak, etc? You're right, official/unofficial has always been based off of status. It should be solely focused on the faction's roleplay as to where they want to take things, and should not be focused on who can get that OOC recognition faster. Though, I doubt this concept will ever be thrown out of the door. On the other hand, factions achieving outstanding performance should receive recognition for it. But there should be other ways to merit that, such as giving them a set of restricted custom skins. I think the official/unofficial system is better for legal factions who actually need extended resources to provide roleplay to the server due to the general lack of interest in civilian roleplay. If it were up to me there would be no unofficial/official differentiation, just factions.
