[Idea] Massive construction site.

Or construction jobs?

I can't really see the need for this given San Fierro Int'l Airport is a short drive away
Construction, mining, digging, that area of side jobs would work much better
Construction job please. It would be a bit odd if all government helicopters to be positioned there when they could position ontop of HQ's roof.

Our choppers can't be placed on the roof, nor can the Governments, the only Govt. Building with a helipad is the SFPD. Anyway, construction job is OK, sure, however it would need to look like a more realistic construction site, like closed off, equipment etc... possibly an easy IG mapping fix, but it looks ugly by just generally being there, as there wouldn't really be a construction site there for an extremely long time, a few months/years at most.
map in a neighbourhood
If this was removed, we'd need to trust in the mapping team/development team that other construction sites can/will be added in the future. I know that someone's going to be using construction as a "front" for their character/group when the server opens, so it'd be nice to see sites.
Plus if your building doesn’t have Helipad you can always request one or an alternative
I don't really see a reason to remove/adjust this area yet. If anything, add something that's under construction and make it a campus later on or whatever. *shrug*

What if we just added some sort of fencing around the dirt for now? I think Bunting was on the right track when he said that it should be closed off. At the least, fencing would give it a bit more realistic look (given every construction site I've seen has been fenced off) and anything that needs to be done in there could enter / exit from the west side entry way.
The place for government helicopters is at the airport, the SF airport is so much better than the LS one in terms of actual airport usage, plus this part can become something new as time goes by and it'd definitely provide something for construction contractors. I say we just revamp it a bit and replace one of the buildings with a new one that's "done" so it doesn't seem that generic, maybe as @thatoneiowan said, fencing, some more scaffolding, the area itself is supposed to be damaged from the 1989 earthquakes, not under construction, according to GTA SA lore. It'd be great to constantly update the map slightly, you don't even have to replace buildings, but eventually replacing this area with something fresh would be nice, if you take what @Sombra said in mind and actually constantly get some more construction sites in unused areas going.
I like the idea of an actual faction (as a construction company) working here and updating the place with mappings over time, eventually changing it completely. Building it into a nice neighborhood, perhaps add a business or two around as well. As for mining, there's a mine outside SF not too far away (Just over the bridge outside of the city), I think that place would be more fitting for a mining job rather than this construction site.
EDIT: Perhaps the faction should be run or supervised by an admin so they make sure that everything goes smoothly.
Make the Government could hire contractors or something for this
There's no reason to make major changes to the area as of now. This place provides immense opportunities for unique jobs. That doesn't mean we can't tack on a fence and or make small cosmetic adjustments in the future but in present time, it's fine.

Fences and just smaller shit for immersion is everything that area needs for now.
Maybe put fences all around with one entrance because realistically you aren't gonna be driving onto a construction site to cut through to get somewhere quicker.

I agree with this. If it's not going to turn into something other than a construction site, at least map it into a realistic construction site! in fact that alone would be quite impressive.
Simple - Construction company.
Thought I'd add a video of an easy and simple approach to solving this issue, for now at least.
