Roleplay, and no 24/7 TS usage.
I'd love to see some mature leadership (not calling you out at all, based off of previous experiences) coming from your department. In character you're the authority, which is a huge responsibility, but you follow the same OOC rules all the criminals do and are held to the same standard. You wouldn't have any fun without us criminal role-players. With that being said, I'd like it to be as fair as possible.
I know voice communication is a must in order for you guys to complete certain tasks, but I do not believe it should be the main line of communication and should be treated as an alternative. I think the discretion is going to primarily lay on your shoulders to determine how much voice communication you use, so I hope it's more of a last resort.
I hope also that there is interdepartmental incentives to maintain a healthy civilian life and not be on duty all of the time. Maybe you could impose shifts? As an example: There's 12 hours in the day where you can get on duty and continue your line of work, and there is twelve hours where you may not. I hated seeing "robo-cops" probably just as much as you did. It gives the department a sour look. I am sure being an LEO on this video game is very fun and rewarding, but taking the badge and vest off and allowing yourself development outside of the job could potentially be very rewarding all around.
I don't know your stance on corruption, whether or not it will be allowed, but I hope there's some consideration into the topic. Obviously you can't just let everyone be corrupt or nothing would get done. I do believe, however, that minimal corruption could blossom great role-play opportunities. Letting someone go on a traffic stop, or not arresting someone for having a few grams of marijuana on them, on an on. It's a tricky task to tackle but I feel that if it's properly regulated it would be a cherry on top in a lot of roleplay scenarios.
There's a million and one things I am sure everyone would like to see. But as someone who's role-played a criminal for nearly 10 years the top of my list is fairness. We're all playing a video game and need one another to have fun.

Indeed, that's our plan.

1. That's understandable. Mature leadership is the key to the success.
2. I already explained that part to a player on Discord. The TS3 usage will be strictly monitored, that's our plan. TS3 can be used only during situations where typing is hard or impossible. i.e Pursuit, shots fired and so on. I will not take it lightly on wrong TS3 usages and you should feel free to send me your personal complains on officers to my private messages, I will be happy to help you out. I am aiming for roleplay-only faction with very little TS3 usage. However, speaking OOCly with friends (Who should be SFPD members) in a channel is allowed, long as it does not affect their roleplay.
3. That's like seeing a player who spends 12 hours roleplaying as a cop everyday. My plan is to have two 12-hour shifts. I will see more about this.
4. Corruption is not allowed under most circumstances. Excessive force is allowed but doing misdemeanor acts, using narcotics and sort of small "crimes" will require the members to ask for special permission. Of course, permissions will not be handed out like dishes of food as they are required to have very strong reasons, including good character development reasons. Members in Investigations Unit and/or Internal Affairs can not roleplay any corruption acts under any circumstances. This is subject to change in the future. Nothing is final at the moment, a lot plans are on the table. You will see more stuff if you apply to the SFPD.
I do agree that we are here to have fun. If you have any concerns or complains, my inbox is open!
Great news, best of luck with your tenure as chief, wish you well.
Nathan + dean in it
I'm still taking feedbacks or concerns.
My suggestion: To make corruption possible for everyone, without obtaining any OOC permission. When (if) caught IC - immediate termination of employment. What do you think about this?

+1 about the policy of corruption and character development which I think needs to be publicly published so no accusations are thrown about either side.

I think that, for both the community and your department's benefit (bearing in mind I have no idea what your protocols are, or whether you have them yet), you should pinpoint specifically what TeamSpeak can and cannot be used for. "Pursuit, shots fired and so on" is vague and not specific - I am not grinding into you, but I believe that you should publicly display somewhere at some point, once you are operational as a faction, exactly what TeamSpeak can be used for. I also personally believe that VOIP shouldn't be a necessity in shots fired situations, because realistically two criminals engaging in a shootout wouldn't be able to use VOIP to communicate with other faction members, so why should the LEO faction be given that advantage?
Perhaps this is something that could actually be regulated by the administration team.

The usage of teamspeak for LEO Factions and even gov. factions are usually radio usage when needed, realistically, police would be able to call in a situation and even respond at the same time. Take a scenario, Shots fired > Officer returns fire > Officer calls for backup > Officer continues to shoot. Something like this is highly unrealistic, and basically causes a massive disadvantage, usually criminals can use VOIP if they have a reason to do so, and if it's allowed by either Server Admins or Faction Management, I agree that there should be a set guideline on what TS can and can't be used for but TS should never be revoked for situations that need it, it's highly unrealistic and unfair.

I don't think this is a good idea. Most players would probably dabble with corruption and this would create a huge clusterfuck within the PD. We'd soon have a city full of cocaine infused POs with trigger happy attitudes who befriend top level gangsters. That's not what we need tbh.

I am not sure if I should publicly post the Teamspeak 3 OOC guidelines and it's usage. I already implemented Teamspeak 3 usage rules. It does clarify which scenarios are allowed to use TS3 and which scenarios are not allowed to use TS3.
As for the corruption rules, corruption is not allowed. Only excessive force is allowed without permission. I can not state here publicly which corruption acts are allowed with permission but it's pretty much what I said, I will not give out approvals for corruption as members will need very good reasons AND good in-character development reasons. I already implemented rules regarding the corruption which members of my department can read in details.
Why not allow corruption without permission? Koehler answers your question. Thanks. Should you have more concerns or feedbacks, feel free to comment!

The TS one is good, only using TS during pursuits sounds reasonable. All other times it should be typed out roleplaying like everyone else.
Being the previous head of legal factions on the a previous server, Id like to see the focus purely on role play if it's to be successful.

I'll keep this topic going to give me some ideas and feedback from the community on what they want to see / expect.
Please don't try to accurately portray the real San Francisco Police Department, have originality when it comes to the faction and don't just blindlessly follow the real-life organisation like LSPD on LS:RP and the /new/ SD under Surreal's leadership.

Can you go further into what you mean?
What to you is "blindlessly [following] the real-life organization"?
Basically what I mean is just don't 'copy and paste' in metaphorical terms all of their structure and guidelines and stuff like that.. just have some originality, make it unique and different.. base it off a fictional department like the old SD in like 2015 on LS:RP
