Please don't try to accurately portray the real San Francisco Police Department, have originality when it comes to the faction and don't just blindlessly follow the real-life organisation like LSPD on LS:RP and the /new/ SD under Surreal's leadership.
Honestly I see what you're saying and I don't really plan on doing that, I'm sure we'll get ideas from different departments IRL wise but I don't plan on just copying everything related to San Francisco PD. In the beginning stages of the faction I'm going to just keep it plain and basic. Something that will just keep things running from the start of the server. Things will progress as the server goes on and gets more populated.
I don't even plan on having any sub divisions just yet, just the necessities I want to get a basic police force going and we'll progress from there add things as time goes on.
Good to know, love how you plan on starting out basic and working your way up. It's just irritating when you request a suggestion and get a response like "Well this is how they do it in real-life.", I appreciate the fact that you're willing to steer the faction in a 'unique' direction and accept that you may take ideas and inspiration from other departments. SFPD is in good hands it seems.
A proper roleplayer (me) leading the investigative branch.
No, seriously, standards, police departments are mainly the trademark of a good server, it's the faction everyone will see all over the place, in all aspects of roleplay. Now if you keep your standards as high as possible, reduce paperwork and rely much more on just plain roleplay with the community, it can turn things in a very favorable way.
The idea is to not completely replicate the real life counterpart and not rely on people plain having "experience on LS-RP" or on any other "large" samp server. Originality on a server as new as this is key, this shows that you can innovate, especially in a thing as important as law enforcement on a roleplaying platform largely relying on a more "cops and robbers" approach.
Really small thing but I'd definitely make accurate portrayal a top priority. I probably don't have to tell you that police officers, or firefighters, or any sort of government worker who'd realistically be on a 30k a year salary driving a sports car or something of the sort seriously breaks immersion and it's something a lot of servers seriously suffer from. It's a small gripe, yes. But if we're talking realism here I say every GOV faction should definitely tackle standards with it's members from the get-go. Members seen acting out of the sort RP wise should probably be asked what rp led to them getting there.
Another thing that relates to that is making sure your officers aren't just patrolling robots out for a quick arrest. Maybe enforce occasional screenshots so they can showcase their characters? I just notice that when people join a legal faction they literally are like... JUST that. They don't really put any thought into doing anything other then being a Police Officer or a Firefighter. They just do the job and then log off because "there's nothing to do". It'd just be nice to know the boys in blue aren't empty suits.
So far though man everything seems on point with what you wanna do, all the best.

Could you go a little further into what you mean by that? It looks to me like you're referencing on-duty roleplay versus (the lack of) off-duty roleplay. Might be wrong.

More or less I am. But I'm not saying like... if there's no rp and you're bored you shouldn't have the mindset to log off, fuck no. But from my experience joining an Legal Faction becomes the entirety of said character. It's On-Duty then Off-Duty then boom, log off. There's hardly ever an attempt to find rp because there's no incentive. People MAKE characters solely for going On-Duty and I just don't think that's the right attitude. I think some sort of enforcement should be put into place to make sure characters aren't just robots going on duty and off duty.
One big thing I like to see is police officers having hearts. Talking to people in certain poverty ridden areas like they do in real life. Police aren't soulless bastards who don't feel anything. Most of them probably have families or relatives they care about deeply, and seeing the shit gangbangers and thugs do tears away at them. Sympathy should be shown where it can. Cops don't always have to be like "Fuck are you doing out here bitch? Keep walking". There should be a unique asset to everyone that becomes a police officer, a reason, and impact that goes with that. And a life outside of their job.

theres just too many ppl who are used to roleplaying like there's no such thing as the IRS and decide to drive around sports cars as a police officer and the other half of the time it's some guy who only logs on to go on duty n chase suspects

One can't force another to roleplay certain things. Our faction is a legal faction and you are expected to roleplay within that capacity. Anything beyond that is your prerogative.
Yes, it would be nice to see people roleplaying outside of the department from time to time but it can't be regulated like that.
It's like telling criminals + gangbangers to roleplay going to sleep, waking up, dealing with their family (if any), etc.

I guess at heart what I'm trying to say is make sure they aren't ALL about the job. Drive to point A then to point B, arrest said criminal, jail him, re-do. Just some sort of... shit Idk, some sort of Quality Control to at least make sure they aren't robots. I was just using the stuff outside of work as an example. Like for instance if a BRAND NEW officer with no prior training goes off to a 911 call about a guy who's possibly armed, holding someone up with a Tec-9; he's going to be scared. He wouldn't just gradually coax himself onto it like a pure bred LEO. And that's because he's got a life outside of being a police officer. He's a guy with feelings, probably family, a mortgage if he's married with kids. He's gonna act green like he's got shit to lose. He sees a kid on the side of the street too young to drive or ride a bike, he's gonna ask him what he's doing there, where's his mom, etc. That's the kind of stuff I'm mainly talking about. Just being a character.
Taking the infrastructure of San Fierro into account (it's the smallest city in San Andreas in terms of area size, yet it's also the most urbanized), I would expect a very active motorcycle unit from PD. I'm not sure if this has been suggested yet, but yeah, San Fierro is full with alleys where cruisers can't fit through, and areas that are hard to access via air. Pursuits would probably be hard without motorcycles, considering the environment.
Just a heads-up. All in all though, good luck and have fun guys, I hope everything turns out great in the end. :)
My suggestion: To make corruption possible for everyone, without obtaining any OOC permission. When (if) caught IC - immediate termination of employment. What do you think about this?
No, that would create some serious clusterfuck. Not every cop can develop a proper corrupted character which isn't based on Training Day.
EDIT: Well, about what I think SFPD should do. Like most of the others said, have originality, also, I would like to see SFPD's leadership emphasizing on character development. I mean, whenever I see a cop's development thread on forums, my day is made.

Corrupt roleplay being properly roleplayed itself. I've seen it happen why too many times where cops believe they can just go and traffic narcotics like a damn movie. I'm talking about basic addiction and purchasing guns for fun. Besides that, less robotic and P2W attitudes.
- Standards
- Less play to win than the usual ammount of it in most LEO factions wherever
- Characters, not robocops (people that will spend 99.9% of their online time while on duty, blindly following guidelines, handbooks and whatever the case might be; or just pathetic attempts at development past the line of duty)
- Approachability(especially when it comes to high command); as well as ess both IC and OOC elitism (overall)
last but not least
Quality > Ouantity
There's plenty of examples I can think of to help me explain what I truly mean, but one of them stands out.
There was this LSPD character in you know which server that basically ended up to be an utter disgrace for a cop (ICly, of course). Said character was meant to be fired, arrested, even. What really happened? Said character just name changed, filled some forums in PD forums about a namechange request I assume or whatever the hell, still in PD. Now repeat that ten times. It's just things like that. Actually filter your bad apples, at least in the OOC department, I dig the whole cops protect cops IC part of the deal
I want to see no policing the server but providing a quality police roleplay to the server, also, I expect mature members in SFPD who are not the type of play2win material and I want to be more professional on the job as much as they can.
