Dude, these are amazing! I'm a bit of a noob when it comes to modding SA-MP - is this something that could be implemented by the server owner? Or would each player have to have the mods? If it were a server-wide thing, we could totally have custom characters as a donator/VIP feature or something!

SAMP does not allow for server sided modifications you would have to install them yourself

That's what I thought, such a shame! 
These are all pretty cool although the special forces look more like Afghan nationals more than special forces.
I always put off learning ped editing for some reason... I need to learn! These look great!

I've tried and failed constantly to learn ped modeling. I just can't get the hang of it.
Ontopic those are some nice ped mods.

I've probably failed more times than you've tried though xd. I must've uninstalled 3ds about 4 times and then attempting again a few months later. I started in 2014 and didn't get a full grasp of it until late 2016.

I guess whenever I get around to doing the SFPD uniforms above I could do a simple retexture and head swap for you.
