Because this

Because from experience, most have been poorly portrayed with the members showcasing subpar roleplay, as well as having HD skins and mods which are viewed poorly by a lot of people since they don't fit GTA SA's theme.

I don't think they're hated, no -- just disliked, and by the vocal minority. Back when Keef got popular, around 2012-13, gangs like these were the thing. I remember even the modding scene being influenced by that period, there was a great demand for high poly mods dressed in Chicago-like clothing. Some of the factions that portrayed this concept did indeed get a little too trigger-happy, I assume because of the whole shooter mentality of Chicago, but it's never too late to change biases. If you want to run a faction that mimics the way such gangs operate then do your thing, nothing's stopping you -- as long as you follow the server rules you'll be doing just fine.
