Any car should be able to be used as a taxi like the ubers but the game we would need to have a regular driver license and have the taxi plates ad also have a taxi license to be able to use any car for taxi.

I like this idea, for as long as a 'taxi' sign is put on top of the vehicle. Although at the same time, you don't really want to see dozens of vehicles be taxis almost everywhere you go because that would ruin immersion so perhaps it should be limited to certain vehicles?
