From playing on servers like LSRP I've noticed the sports bikes are not on the server making it hard for factions like Ruff Ryders or other black biker gangs.

I agree with you and also think that sports bikes should not be restricted to anybody behind some sort of special access program. If the player(s) abuse(s) sports bikes in a Non-RP way, then they should be punished accordingly.
I would love to see BF-400 and PCJ-600. This could open up a new area of RP in the motorbike area.
If there would be any countermeasures regarding people who'd use these bikes to troll, then I'm all up for this idea. FCR was a thing before, so the BF and PCJ should be as well.

As long as the NRG is restricted, I support. Tbh would like to see all vehicles allowed except NRG, Monster Trucks, and Infernus.

the problem with having unrestricted access for everyone to be able to purchase sports bikes is that it's probably the most useful vehicle for evading cops at a cheap price. You can't really sell FCR's for more than a Sultan's cost and they're far easier to evade on.
If it had unrestricted access for everyone, every player would have a FCR or another sports bike in their /v inventory which they used for police chases. It's okay with bikes like Wayfarer/Freeway because they're slow as shit.
There either needs to be the same system as LSRP where you need donator to purchase it or some admin permission granted to be able to purchase one, but I think that's pretty gay.
Yes please. GTA SA doesn't offer a lot of vehicles by default let alone when it comes to motorbikes so it's silly restricting them. They should be available to purchase for as cheap as they would be IRL. As for motorcycles being used for police pursuits, sure they wouldn't be uncommon but after all it's not impossible. The SF Bay Area actually makes them quite an ideal getaway vehicle to use with all the alleyways. If it becomes such an issue that 90% of pursuits are motorcycles, or everybody owns a motorcycle to avoid cops, perhaps buying/driving a bike could require an In-Character motorcycle's license with a written test. This is already a thing in the USA anyway.

Bikes are a good thing for rp, but I hope they'll not be abused by cop baiters.
I heavily support this. You could, however, make the bikes simply lower in quantity, as in, there's a x amount of bikes of the same type you could buy. Faster ones should be rarer, but at a logical price, not like hundreds of thousands. Keep it realistic.
Regarding the limited amount of vehicles, I've seen a server deal with this before, however, it was in MTA, not SAMP. I'm not sure if it would be at all possible to do this on samp, but might as well mention it. That server had a system where people could import vehicles. They pressed down a button, and it showed the description and model of the car. Each car was different, however, if it's, let's say, a 1996 Honda Civic 1.8l, another Honda Civic 1.8l would be exactly the same in terms of handling. It created a bigger sense of immersion, as people could actually roleplay owning that specific car, and not a Cheetah/Buffalo or any other car.
Dunno how you'd go around doing that, but, like I said, why not suggest it.

It's really the same in real life and it's nothing you can do about it, when police chase bikes they can only do so much to stop the pursuit as they can't perform a PIT manoeuvre, they can't put spike strips down. All they can really do is follow and wait for the driver to screw up or try to set up road blocks to block the bike in, although due it's size it's pointless. In many cases, police abandon a motorcycle pursuit and just get their license plate or description to catch it later due to the extreme danger of the pursuit to the motorcycle driver and other civilians (could result in the bike crashing into a car which would kill the driver and put mental trauma on the driver of the vehicle they crashed into and so on).
In my opinion, it's pretty bad to restrict motorcycles since in real life they are so common and cheap way to get around the area provided you have a motorcycle license.
Although I would say since it is a game, there should be ways to counter the constant bike chases, for example, be able to run the license plate from the vehicle id in the /dl since in many cases it's impossible to read it through in-game license plates. Also if a person is causing constant pursuits for no good reasons, it should be possible to revoke the bike(s) they own without any refund to make it fair and fun for everyone.
