Stance on the SA-MP Version Fiasco:

My opinion on the matter is that 0.3.8 was a mistake. I believe this because if players wanted to download stuff whenever they joined a server, they would play MTA, no competition. I do not believe that this downloading feature is something the SAMP team was previously unable to do, but instead was intended to bring players from MTA to SAMP. Honestly, I would prefer the ability to download however this actually goes against what many players preferred about SAMP. I just don't want to see 15-30 minute load times just to play one server and find out you don't like it before moving on, trying another server, rinse and repeat.

My solution to the problem would be to not make 0.3.7-DL, but instead make SAMP-DL as an add-on and update it alongside the main SAMP version for only compatibility. Having this add-on would allow you to see and play both SAMP-DL and SAMP servers, however if you do not have the add-on, you should not be able to see or play SAMP-DL servers. Either that or not make it at all, no offense to those putting their time and effort into this update, because to be fair, SAMP is dying, splitting the community in half is not what we need right now.

I think most people were waiting for a full release rather than having to switch between two different versions of SAMP (beta and 0.3.7). For now, I would just wait until the next version comes out, if nothing new happens in the near future, then maybe switch to the newest version once the server is up and running. Otherwise, it's going to be a right pain for people trying to connect on the wrong versions etc.

Absolutely. There's nothing more irritating waiting to join a server with loads of pointless shitty/ugly custom content only to find out that its a bad server and you leave it shortly after. I think that's what made SAMP so great, is that if you did want to customise it, you could. But only you will see it, and no one else.

We'll only be adding skins and some objects that you have to download. You won't take half an hour to download everything. Even with a bad download speed you should be done quite quickly.

Don't worry, it's not going to be like trying to play Garry's Mod servers.

My problem isn't any specific server, but how this will effect SAMP as a whole. If you give an option to enough people, eventually they will take advantage of it for the sake of remaining competitive.

Well in order to negate the in game downloading during first joining, we are considering uploading our cache allowing users to download a compressed zip or rar and install them manually in their user files.

So if some users refuse to manually install them, does this then mean certain players won’t see the server side mods that the team have collated for use?

Nope.  It means that instead all they have to do is wait a couple minutes for all of the custom objects to download in game.

The manual installation is just an option.  After the first time you join there will not be anything else to download unless additional objects are added.  In which case it will take a few seconds at most since the bulk have previously been downloaded.

I think Finch is asking whether or not servers remain playable without the mods, to which the answer is no.

No offense, but I think you're only seeing this issue from one perspective and not seeing the meta issue of SAMP as a whole becoming as unplayable as MTA or Garry's Mod.

Sorry, I see where you're coming from now.  And you do have a valid point.

It is up to each communities developers really whether or not they want custom models or not.  SAMP isn't saying you need to use them.  But yes if  the server you want to play on is using them then you will have to as well.

Got you. Thanks for clarifying.

Only five servers from the hosted tab are running SA-MP 0.3.DL as of post time.

0.3-DL is the future of SA:MP, if only 0.3-DL was on the main site.

There's no doubt that 0.3-DL is the future. It's just matter of time.
