Cities are constantly trying to redevelop neighborhoods for better price values but that doesn't stop gangs from living there and doing the shit they do.

What appears funny to me in this discussion that you really don't look into in-game faction side of things. If you go in-game right now and travel to San Fierro you'll find those areas kind of small and considering the size of this server it'll be a hard time to fit and Ocean Flats is one of the areas gang RPers can expand into other than Garcia which is riddled with different factions already. Let's just let those gangs stay in Ocean Flats and put this discussion to rest. Just because you feel like Ocean Flats are for rich people only, does not mean that those gangs in Ocean Flats have to move into a neighborhood (Garcia) which is already filled with factions to compete over every 20cm of the sidewalk.
The realism here would take away freedom from the RP so no need to restrict players for the sake of real life statistics. I'm not bias to this question at all as my faction is set in a completely other part of town.
Perhaps just let things unfold in character. It’s way too early to be deciding what goes where because the servers role play dynamics can’t fully be established on forums
You can't compare apples to oranges when San Francisco isn't San Fierro. This isn't real life - just because something doesn't replicate real-life demographics, doesn't mean it's not appropriate for the server/San Fierro.
Nonetheless, we established this area to cater to a different form of roleplay. Obviously, the server isn't even open yet and we can't tell what's going to happen. This situation establishes a "clash of the classes" for an in-character perspective of who's going to dominate that area.
This ain't real life, everything is still fictive. Now as everyone has noticed, alot of upcoming factions/gangs decided to claim OF as their territory. It doesen't make sense at all (your opinion) to prevent these factions to roleplay in that area just because they aren't legal, let's say like this: "Ocean flats used to be a place where the richer kind lived, but since the big influence of street gangs came to the city the situation has changed."
Everything can happen, just let the roleplay decide the situation for the OF area. pce
Agreed not every small area or demographic has to be the exact duplicate or similar to what it is in real life, the mapping for example that was placed there created a whole new environment for players to enjoy and roleplay at.
It makes no sense to have Ocean Flats as a Hispanic & Black neighborhood. OF is based on Sunset District, an overwhelmingly Asian and White area. Asian populations are primarily on the coast side, Inner district is majority White.
This is the equivalent of having Chinese Triads in Fort Carson, when it's severely out of place. The area is clearly a middle-class area—and I know the area was "re-textured" (aka turning pink houses into white ones) but it definitely doesn't change the neighborhood suddenly. Let alone the fact that OF's location is between the AVISPA County Club, an upper class golf course right next to Ocean Flats, and the City Hall.
Black gangs should move to Calton Heights and Hispanic factions should move to Garcia. I'd go as far as to say that most of them shouldn't be there in the first place, San Fierro is not the ideal city for it. Those gangs fit Los Santos. It seems to me most people just come from LS-RP and think they can pull off the same type of gangs they had back there. It's a totally different city, a different environment, not the same cultures and SF should open up the possibility for more middle-class roleplay.
I personally agree with Neaksy here. It doesn't really make much of a sense to have a full blown gang neighbourhood beside the sea as those are meant to be rich neighbourhoods. San Francisco has very little street gangs for good reason par few exceptions and mainly have organized crime such as triads or mafias. I personally don't want to see LSRP v2 and it is one of the many reasons why I have decided and many others to come to this community and a lot of people are forgetting that. We have to adapt to the city we are going to be role-playing in, not the other way around which is why this server will be set in San Fierro and not in Los Santos. Which is why I have to ask, what would be the point of having San Fierro if it will be the same as Los Santos?

imo, from what I noticed there are a few gangs in ocean flats but thats gonna make rp more interesting and people will rp together more often, not the typical stuff like, hop ig, chill for 2 hours in the same place waiting for something to happen
this should be developed entirely ic, and also this game we are playing is in a whole different universe where san andreas is a mix between a couple of states from the real world(California and Nevada)
so yeah, my opinion on this is that it really should be developed IC and Ocean flats seems like the only good ghetto'ish area in SF to start a realistic gang
You're going to have gangs regardless of what you do. A ghetto is not a requirement for a street gang. There's plenty of street gangs in very high income areas. While I do think it kind of sucks that almost every gang so far has claimed to be from Ocean Flats aside from one or two in Calton and the gang I'm in being in Garcia, restricting where people can roleplay isn't fun. SF is small, there isn't a "real-life" analogue to every single San Francisco neighborhood. There needs to be compromises.
At the same time, I do hope people engage in a lot more organized crime RP. San Francisco is a big Triad city in real life and has some history with the Italian Mafia.
Correct me if I’m wrong but anyone can form a group / gang / organisation anywhere. I don’t feel it’s something that needs discussing on an OOC basis. I believe this is something that should form and development ingame, right from the start of the server opening. Thus, starting a timeline that we as players will shape.
If the admins have an issue with the way roleplay is being displayed due to demographics, I’m sure they will have something to say. If you want to push a
paericular group out of their territory then again, that sort of thing surely should be happening ICly?

Since the server is called Bay Area Role-Play, San Fierro is based on San Francisco. So by that logic it would be perfectly fine to have a white majority in all ghetto areas of Los Santos and a black majority in the city.
When did the server leading parties ''establish'' that OF will be an area of gang activity, i'm genuinely curious to know.

No point having a server in San Fierro if everybody's going to copy LA gangs, create Crips and Bloods let alone in a neighborhood that isn't fit for them. If suddenly Ganton was flooded with upper class white factions in their supercars RPing having lived there all along I'm sure many of the gangs originally roleplaying there would be pissed
If you're going to import the factions you wanted to make on LS-RP this isn't the server, Ocean Flats is right next to a beach, the City Hall, an upper class country club and includes a cathedral with unique architecture, none of this would make sense for OF to become a ghetto
