Haskell Street Locos 13 is based in a tight-knit block of state-owned housing, known as 'Haskell Housing Projects' in Paradiso, San Fierro. The street to the north of the section of houses is commonly dubbed 'Haskell Street' by the teens of the area - aptly after the housing projects where they were raised, although it is not officially named that. The area is primarily populated by low-income Latino families. Paradiso is a district in San Fierro, San Andreas. It is just south of Gant Bridge and Battery Point, on San Fierro's northwestern coastline. To the east are Juniper Hollow and Calton Heights; to the south are Juniper Hill and Santa Flora. To the west, meanwhile, is another district known as Palisades. The Paradiso district population is mixed with both low-income and high-income families depending on the street.

Haskell Street Locos 13 are a clique deriving from the Sureños. The term "Sureño" means Southerner in Spanish. Even though Sureños were established in 1968, the term was not used until the 1970s due to a result of the continued conflict between the Mexican Mafia and Nuestra Familia in California's prison system. As a result of these prison wars, all Hispanic California street gangs align themselves with the Sureño or Norteño movement by lynching African Americans with very few exceptions such as the Fresno Bulldogs and the Maravilla gangs of East Los Angeles, California.

Haskell Street Locos 13 was established in San Fierro in early 2016 by a small group of young, Hispanic teenagers. In late 2016, three HSLX3 members were arrested and drugs and firearms were confiscated in a San Fierro Narcotics Sting in a Paradiso apartment complex. Four other teens were placed into custody but were released days later due to lack of evidence in their involvement in the case. The three teens were charged as adults for the being identified in numerous burglaries, distribution of narcotics and weapon trafficking.

In January of 2017, one member of HSLX3 was charged for the deaths of two members of a rival Norteño gang based out of Las Venturas. He pleaded guilty and was sentenced to 25 years in prison, being charged as an adult as he was a month off turning eighteen. A few months later in March 2017, a housing block was raided in another local sting operation with assistance from the Federal Bureau of Investigation. There was a seizure of more than 2 kilograms of cocaine, 23 pounds of synthetic marijuana, 11 firearms including illegal fully-automatic assault rifles, and $450,000 in currency. Three males from the Mexican Mafia, La eMe, and one affiliate of HSLX3 were all charged in this successful LE sting operation.

Haskell Street Locos X3 have been linked to numerous drug importations via the darknet, although this is still an undergoing investigation.

The 13 in Haskell Street Locos represents the thirteenth letter of the alphabet, which would be the letter M. The letter M is to pledge allegiance to the Mexican Mafia. HSLX3 gang markings and tattoos include, but are not limited to the number 13 in Roman numbers (XIII), X3, 13 and HSLX3. Although there are many tattoos used that are common within the gang there is one tattoo that validates membership in their ranks. Sureño cliques, HSLX3 included, allow members from various other ethnic backgrounds to join their ranks although they are primarily composed of Latino teens. HSL favor blue or grey sport clothing, such as Oakland Raiders and Los Angeles Dodgers.

Haskell Street Locos 13 are involved in many differents type of criminal activity. They engage in malicious acts of violence such as homicide, assaults, and drug/weapon trafficking. Their primary focus was distribution of illicit drugs, and carrying out orders from La eMe. A special task force was setup to investigate the gang resulting in many arrests including the confiscation of drugs and firearms in late 2016. The local gang has been known to tax local households and businesses to develop a regular form of income and in return they often provide protection for the locals.

This faction will not purely consist of robbing people and will not revolve primarily around weapons. We're looking to not only portray how the young group attempts to make their money and stay afloat in San Fierro, but also the daily lives of each of the characters involved, how they interact with each other and the bonds that are created between them as they develop and grow together. As a member of the faction we ask that you follow all server rules. If apart of this faction, you'll be representing the entire faction both on and off the server. Recruitment is strictly in-character and any forms of attempting to join via an OOC medium will be ignored. PM myself (uzi) or west if you have any questions at all. Upon joining, you automatically grant the leaders CK rights.

Paradiso is a suburban district located a few miles north-east from the famed Ocean Flats. It is a zone consisting of a vast quantity of both commercial and residential properties. Paradiso is renowned for its business prowess within the wider Bay Area, although it is often regarded as one of the most economically unstable areas within San Fierro due to the mix of low and high income population of this suburb. The residential sections of Paradiso are predominantly populated by minorities and the area is heavily influenced by Hispanic culture. Particular areas of the suburb, such as Haskell Street, are plagued with gang violence and ever-increasing crime rates, statistically sitting just a few ranks below Ocean Flats as one of the most dangerous locations within the Bay Area.

Haskell Street Locos X3 are a small, primarily Hispanic clique composed from the youth of a particular area within Paradiso. The group is known to have formed as not only a means of protection for one another in the rough streets of San Fierro, but also in an attempt to make something of themselves and establish a name for themselves within the region. They claim affiliation to Sureños and pledged allegiance to La eMe. HSLX3 are a collective of mainly Hispanic teenage boys and girls. They are loosely organized and don’t pertain to a particular hierarchy which can often explain their violent and explosive behaviour towards the surrounding members of the community. The group is known to be destructive and territorial.

Haskell Street Locos 13 are more often than not the culprits initiating trouble with others in an attempt to prove themselves worthy of being affiliated with the Sureños. Within the past two years, they have impacted the crime rates severely within the Paradiso district. They have been linked to the ceaseless drug addiction epidemic within the central San Fierro region, knowing to be importing highly addictive substances in order to produce revenue to sustain living costs. They are also regularly associated with ongoing business extortion and household taxing within the general area of Paradiso, as well as being related to a string of robberies in surrounding districts.

Paradiso used to be a safe haven for residents of San Fierro, but this has changed in recent times as it is now ranked highly as one of the most dangerous areas within the Bay Area. Statistics have shown that crime rates have risen by a drastic 43% since the beginning of 2016 after a sudden influx of Latino criminals in the area. One of the more recent criminal groups that have been established in the area go by Haskell Street Locos XIII.

The above image is a disturbing glimpse of what has become all too common within San Fierro, caught on CCTV just moments before the unidentified assailant fled the scene after cutting the young store clerks life short. It is believed the young clerk was in complete shock during the altercation and was rendered speechless, therefore unable to comprehend what the assailant had demanded and thus the culprit shot the victim in the chest numerous times. The assailant, although unidentified, is believed to be part of a chain of robberies within the general Paradiso and Ocean Flats districts. The group is believed to be targeting a vast majority of things ranging from; home invasions, low-security businesses and armed robbery of pedestrians.

If you have any information pertaining to the whereabouts of this group or the assailant, please contact the police immediately. Ex: 43, any information that helps in the arrest of these people can and will be rewarded heavily.
