NPCs occupy slots, actors don't. That's why they were created in the first place, to be static.
I like it but I simply feel like this is something you would use if the server was lacking players, I'm not sure... may just be me.
And even if this was implemented into the server, the GUI or text box, whatever it is called, with the ERROR looks like something out of an RPG server, but I'm sure that can be changed.
I think this should be implemented in another update but for now I think people should simply interact with each other. Also the admins are going to be busy assisting people, I don't think they will have time to be controlling the actors.
Just my opinion^
@Faizaan
The actors can function independently (there are several types of interaction) and I'm certain that not every role can be fulfilled by players.

That's fair enough. But like I said before, the role's that I'm guessing these actors are going to be playing seem like things that would be nice once the server has developed slightly, however simple one's like maybe a ticket-officer at a large car park may be nice - having to pay the actor a certain sum to be able to get into the car park.
I was never keen on the idea of actors or NPCs. It COULD work in certain circumstances, such as a toll keeper on a bridge or some other static feature that doesn't require player interaction, but otherwise I feel as though it should be limited to just that. I do like your feature of them being operable by moderators, though.
