Basically for a realistic rental vehicle system, if you rent a vehicle and you damage it or destroy it you get fined. The prices vary depending how badly you damaged the vehicle. This feature will encourage players to not rely on rental vehicles 24/7 to do drivebys, and actually use rental vehicles in a sensible manner.

Another suggestion is to have rental cars on your name, that way if a crime is committed, there are records to check who rented the vehicle at the time or who is currently renting it.

Agreed. Also perhaps only being able to rent vehicles with an existing drivers license, not sure if that's already apart of it but many people just grab rental vehicles without a license when realistically, you wouldn't be able to do that.
