Carlton Heights Lokotes XIII, primarily known as CHLK13 is a hispanic faction which was formed during the war on crack and cocaine in the 1980's. This faction has ties with many Sureño gangs including La Eme (The Mexican Mafia), therefor they are under the Southern Side function of Hispanic factions in San Fierro. This faction was formed by a bunch of Hispanic locals in the Carlton Heights area during the 1980's crack epidemic. As more and more foreigners, especially from Mexico began to move to Los Santos in either legal or illegal ways, there were less and less jobs being offered every day. This meant that people had to go through mental pain and suffering as they weren't given their required needs, even when they left their home-towns or even home-countries to find a better life in San Fierro. People had to get jobs, even a house-maid job was good enough for some women who only made $2.50 an hour. Their children were already under the influence of money making and began to reputate in different gangs like this one.
Hector Pliego
Hector Pliego is a 25 year old gang banger who is heavily affiliated with the Carlton Heights Lokotes XIII gang. He has been affiliated with the gang since 2009. For eight years and since the age of seventeen, Hector was a certified gangster from South San Fierro. When Hector was 10 years old, he was sent to San Fierro by his parents so he could have a better life over there by living with his grandparents in a rich neighbourhood at the Bay. By the time Hector was 13 years old, he already knew that he was a future drop out. He was already smoking marijuana with friends, drinking tequila, and was committed to hospital twice due to his drug problems. When he was fifteen, he dropped out of high school so he could get a job. Nobody wanted to give him a job, so he began to hang out with some local hispanics. This lead to his journey in the Carlton Heights Lokotes XIII which has lasted to this day and will continue for many more.
