The Russian Mafia is an criminal organization that focuses on several different markets, including the drug market, the weapons market and the organs market. Its activities varie into a few categories, whom these categories include robbing individuals and properties, stealing vehicles and chopping them, all the way up to hacking law and government systems for their own good. Russian Mafia is not known to exist, that's why they have strict policy of always "laying low" out of any

unwanted people or groups. The Russian Mafia consists of smaller groups (aka street gangs etc.) in which each group specializes in different categories.

Local law enforcement agencies know of a group of mostly Russians. Few community members have come forward to report an increase in businesses being shaken down as well as an increase drugs most namely Cocaine and violence in their communities. There has also been an increase in fraud which has been suspected to be linked to Russian Mafia. Although  the russians' operations are solely based in the states they have been thought to have connections with various organisations inside Russia, most notably Russian and Chechen crime families as well as suspected connections with other organisations in San Fierro.

The majority of SF’s underworld had been run by Russian, Italian and Irish criminal enterprises, The Russians often sticking to their own communities and not interfering too much in the affairs of these organisations. The LSPD have been investigating russian crime in the local russian communities and although a few arrests have been made there is still no indication as to the hierarchy of the Russian Mafia. This is, more often than not due to the unwillingness of people in these local communities to work with law enforcement.

Organized crime in Russia began in the imperial period of the ratsovs, but it was not until the Soviet era that vory v zakone ("thieves-in-law") emerged as leaders of prison groups in gulags (Soviet prison labor camps), and their honor code became more defined. After World War II, the death of Joseph Stalin, and the fall of the Soviet Union, more gangs emerged in a flourishing black market, exploiting the unstable governments of the former Republics, and at its highest point, even controlling as much as two-thirds of the Russian economy. George Williams, former director of the FBI, said that the Russian mafia posed the greatest threat to U.S. national security in the mid-1990s.

The Rostovaskaya Bratva. while a completely American made organization has reportedly been connected to prominent Russian,Ukrainian and German businessmen and women alike. As a result, the Federal Bureau of Investigation has publicly held press conferences indicating that they are investigating three people who have direct ties to the Temple based crime group. While informing the public of their investigation, the FBI has kept the record sealed on who they are actually investigating and how the individual is actually connected to the Rostovaskaya Bratva.. As a result of the FBI’s investigations numerous confidential informants have gone missing and are presumed dead. While the FBI will not publicly acknowledge the retaliation on their informants, they have however indicated and stressed that those who work with the Government will be kept under lock and key and housed in private safe houses. While this information is assuring, the recent lack of arrests of criminals from the Rostovaskaya Bratva. has stated that informants are more reluctant to side with law enforcement.

With their connections in Russia and other once Eastern Bloc countries, the Rostovaskaya Bratva. have a vast chain of prostitution, pornography, illicit drugs and other criminal rackets that go unhindered in post-USSR Europe.

As the dominance of the Bratva becomes more apparent to the civilians, police and rival criminal organizations which call San Fierro home, various sources have stepped forward and stated:

“While the Bratva is and will always be in control within the area of Bay Area, more blood will be spilled to allow the bosses of the Bratva to assert their dominance throughout the entire country, including the ever changing ethnic area of San Fierro ".

I'd suggest starting smaller instead of instantly starting as big as an OPG. You'd forge a lot more character development that way as well. Maybe start as a small community or bratva, but other than that I see great potential and wish you the best of luck, lads.
